About Department of Health Research (DHR):
The Department of Health Research (DHR), under the Ministry of Health & Family Welfare, Government of India, was established on 17th September 2007. It aims to strengthen and streamline health research in the country. The department oversees various research initiatives and administers the Indian Council of Medical Research (ICMR), an autonomous body committed to advancing medical research in India.
DHR invites applications from eligible candidates for the following positions on a deputation (including short-term contract) basis:
1. Scientist C
Number of Positions: 4
Classification: General Central Service, Non-Ministerial, Gazetted Group ‘A’
Pay Scale: Level 11 in the Pay Matrix (Rs. 67,700 – 2,08,700)
Age Limit: Not exceeding 56 years as of the closing date of applications.
Eligibility Criteria:
A. Officers from Central/State Government, Public Sector Undertakings, Universities, or Autonomous Bodies who:
- (i) Hold an analogous post on a regular basis, or
- (ii) Have five years of regular service in Level-10 (Rs. 56,100 – 1,77,500) of the Pay Matrix.
B. Educational Qualifications & Experience:
- MBBS recognized by the Medical Council of India, or
- A postgraduate degree in Biochemistry, Chemistry, Sociology, Economics (Health Economics), Pharmacology, Microbiology, Biotechnology, Bioinformatics, or related fields.
- Minimum four years of experience in Research & Development, Teaching, or working in a public sector/government-recognized institution.
Note: The maximum period of deputation shall not exceed four years.
2. Scientist D
Number of Positions: 4
Classification: General Central Service, Non-Ministerial, Gazetted Group ‘A’
Pay Scale: Level 12 in the Pay Matrix (Rs. 78,800 – 2,09,200)
Age Limit: Not exceeding 56 years as of the closing date of applications.
Eligibility Criteria:
A. Officers from Central/State Government, Public Sector Undertakings, Universities, or Autonomous Bodies who:
- (i) Hold an analogous post on a regular basis, or
- (ii) Have five years of regular service in Level-11 (Rs. 67,700 – 2,08,700) of the Pay Matrix.
B. Educational Qualifications & Experience:
- MD/MS/DNB recognized by the Medical Council of India with five years of experience in R&D, Teaching, or Public Sector Work, or
- MBBS with a PhD and four years of experience in R&D, Teaching, or Public Sector Work, or
- PhD in Biochemistry, Biotechnology, Microbiology, Pharmacology, Bioinformatics, or related fields with five years of experience, or
- Postgraduate degree in the relevant fields with eight years of experience.
Note: The maximum period of deputation shall not exceed four years.
3. Scientist E
Number of Positions: 2
Classification: General Central Service, Non-Ministerial, Gazetted Group ‘A’
Pay Scale: Level 13 in the Pay Matrix (Rs. 1,23,100 – 2,15,900)
Age Limit: Not exceeding 56 years as of the closing date of applications.
Eligibility Criteria:
A. Officers from Central/State Government, Public Sector Undertakings, Universities, or Autonomous Bodies who:
- (i) Hold an analogous post on a regular basis, or
- (ii) Have five years of regular service in Level-12 (Rs. 78,800 – 2,09,200) of the Pay Matrix.
B. Educational Qualifications & Experience:
- MD/MS/DNB recognized by the Medical Council of India, or
- PhD in Biochemistry, Biotechnology, Pharmacology, Bioinformatics, or related fields, with seven years of experience in Research & Development, Teaching, or working in a public sector/government-recognized institution.
Note: The maximum period of deputation shall not exceed five years.

- Completed application form (Annexure II)
- Attested photocopies of APARs for the last five years (attested by an officer of the rank of Under Secretary or above)
- Vigilance Clearance/Integrity Clearance Certificate
- Cadre Clearance Certificate
- Statement of Major/Minor Penalties (Annexure III)
- Cadre Control Certification (Annexure IV)
- Mode of Submission: Applications should be sent in the prescribed format to the designated address. Advance copies or late submissions will not be considered.
