The history of the Constitution of India does indeed reveal the consideration of conducting competitive examinations for certain appointments as far back as 1853. A committee was formed under the chairmanship of Lord Macaulay in 1854 to shape this concept.

Later, under the Government of India Act, 1935, the Federal Public Service Commission and the State Public Service Commissions were established. The Bihar Public Service Commission was created on April 1, 1949, after its separation from the Commission for the States of Orissa and Madhya Pradesh, in accordance with sub-section (1) of section 261 of the Government of India Act, 1935.

The constitutional status of the Bihar Public Service Commission was recognized with the enforcement of the Constitution of India on January 26, 1950. It operates as a Constitutional Body under Article 315 of the Indian Constitution. This article establishes the Public Service Commissions at the Union and State levels to conduct recruitment examinations and advise on matters related to appointments, promotions, and disciplinary actions in the civil services.

To apply for the position of Drug Inspector, candidates should fulfill the following requirements:

  1. Educational Qualification: Candidates must have a degree in Pharmacy or Pharmaceutical Sciences or Medicine with specialization in Clinical Pharmacology or Microbiology. The degree should be obtained from a university established in India and recognized by law.
  2. Experience: There are specific experience requirements for candidates applying for the position of Drug Inspector. They should meet at least one of the following criteria:

    (i) Have a minimum of 18 months of experience in the manufacturing of at least one of the substances mentioned in Schedule C.

    (ii) Have a minimum of 18 months of experience in testing at least one of the substances mentioned in Schedule C in a laboratory approved by the licensing authority.

    (iii) Have a minimum of three years of experience in inspecting firms involved in the manufacturing of any of the substances mentioned in Schedule C during their tenure as Drug Inspectors.

Please note that the Schedule C referred to in the qualification criteria likely pertains to specific substances or drugs mentioned in relevant legislation or guidelines.

  1. Number of Posts: There are a total of 55 posts available for the position of Drug Inspector. The distribution of posts is as follows:
    • Unreserved (UR): 27 posts
    • Economically Weaker Section (EWS): 06 posts
    • Scheduled Caste (SC): 08 posts
    • Backward Class (BC): 07 posts
    • Backward Class (Female): 02 posts
    • Extremely Backward Class (EBC): 05 posts
  2. Salary/Pay Scale: The selected candidates for the position of Drug Inspector will be eligible for a salary/pay scale of Rs. 9300-34800/- with a Grade Pay of Rs. 5400/-.

    The Age limit for the position of Drug Inspector in Bihar is as follows:

    1. Minimum Age: Candidates should be a minimum of 21 years old as of August 1, 2022.
    2. Maximum Age (Category-wise):
      • Unreserved (Male): 37 years
      • Backward Class (Male and Female) / Extremely Backward Class (Male and Female): 37 years
      • Unreserved Women: 40 years
      • Scheduled Castes (Male and Female) / Scheduled Tribes (Male and Female): 42 years

    There are also specific provisions and relaxations in the age limit based on certain conditions:

    (i) Eligibility based on previous maximum age limit: Candidates who were eligible based on the maximum age limit criteria mentioned above from August 1, 2009, to August 1, 2022, as per the Personnel and Administrative Reforms Department, Bihar’s letter no-212, dated-23.01.2008, and have also submitted the advertisement, will be considered eligible, provided they fulfill the other qualifications.

    (ii) Relaxation for government servants: As per Resolution Memorandum-2374, dated 16.07.2007, of the Department of Personnel and Administrative Reforms, Bihar, government servants (regularly appointed government servants of the Government of Bihar) who have completed three years of continuous service are eligible for a relaxation of 5 years in the maximum age limit for higher pay scale service/cadre. To claim this relaxation, the government servant of the Bihar Government needs to submit a certificate issued by the competent authority stating that the candidate has completed three years of continuous service in the Government of Bihar. The limit of a maximum of three opportunities prescribed for government servants of the state of Bihar after joining the service of the state government, as per the General Administration Department, Bihar’s letter no-524, dated 13.01.2022, will continue to be applicable.

    (iii) Relaxation for disabled candidates: As per resolution memorandum-962 of the General Administration Department, Bihar, dated 22.01.2021, in addition to the maximum age limit, a relaxation of 10 years in the maximum age limit is applicable for disabled candidates. To claim this relaxation, candidates must submit a certificate issued by the competent authority. The certificate should be valid until the last date of the application; otherwise, they will not get the benefit of disability/age relaxation.

    (iv) Relaxation for defense service personnel: As per the Personnel and Administrative Reforms Department, Bihar’s letter no-2447, dated-06.03.1990, there is a relaxation of 3 years in the age limit, equivalent to the period of service spent in defense service. However, the actual age of the candidate should not exceed 53 years as of the date of submission of the application.

    The application fees for the Drug Inspector position in Bihar are as follows:

    (i) General Candidates: Rs. 750/- (Seven Hundred Fifty only)

    (ii) Scheduled Castes/Scheduled Tribes of Bihar State: Rs. 200/- (Rupees Two Hundred only)

    (iii) Permanent Residents of Bihar State (All categories, including Reserved/Unreserved): Rs. 200/- (Rupees Two Hundred only) for female candidates

    (iv) PWD candidates (40% or more): Rs. 200/- (Rupees Two Hundred only)

    (v) All other candidates: Rs. 750/- (Seven Hundred Fifty only)

    Please note that in addition to the examination fee mentioned above, candidates will also have to pay the charges prescribed by various banks. These bank charges will be automatically added to the payment while making the online payment.

    Important instructions :

    1. Downloading and Printing of Filled Application: After submitting the online application, it is mandatory for candidates to download the filled application from the “Download Filled Application” section available on the dashboard. They should re-login at the same time and print a duplicate copy of the filled application. Candidates must keep a copy of all the certificates/documents mentioned in the advertisement. There is no need to apply in hard copy, as it will not be accepted. The hard copy of the application and related certificates will be required to be produced by the Commission during the interview or as per the requirement.
    2. Marking Date and Number of Certificates: Candidates should mark the date and number of the certificates issued against each certificate mentioned in the list of certificates attached in the order of filling the online application.
    3. Confirmation of Candidature: Merely filling the online application will not be considered as confirmation of candidature. The Commission will make the final decision on the eligibility of candidates based on the documents submitted by them.
    4. Validity of Certificates: Certificates related to qualification will be considered valid only if they are mentioned by the candidate in their original application.
    5. Information Publication: All information related to this advertisement will be published on the website of the Commission at bpsc.bih.nic.in. No separate publication in newspapers will be required.
    6. Detailed Instructions: Detailed instructions for filling the online application for this advertisement can be found on the Commission’s website at bpsc.bih.nic.in. Printed, typed, or handwritten applications other than the prescribed online application will not be accepted. Incomplete, illegible, unsigned, and late applications will be rejected, and the examination fee payment will not be refunded under any circumstances.
    7. Careful Filling of Online Application: All entries in the online application should be filled carefully by the applicant. Changes or corrections will not be accepted in the future. The Commission will not be responsible for any mistakes, and the applicant will be solely responsible for any adverse results.

      The syllabus for the written test for the Drug Inspector position in Bihar is as follows:

      Paper-1:

      • Pharmaceutics: Tablets and Tablet Coating, Capsules, Emulsion, Suspension, Ointment and Cream, Ophthalmic Solution, Blood Fluids and Electrolytes, Parenteral Preparation and Quality Control, Surgical Dressing, Biological Preparation (Sera, Vaccine, and Anti-sera), Bio Pharmaceuticals.
      • Pharmaceutical Analysis: Limit Test, Bio-Assay, Sterility Test, Pyrogen Test, Theory and application of calorimetry, fluorimeter, nephelometer and turbidometer, spectrophotometer, Karl Fischer titration, Alcohol determination, Microbiological Assay of Vitamins, Antibiotics, and Vaccine Preparation.

      Paper-2:

      • Medicinal Chemistry: Steroids, Synthetics and Hypnotics, Psycho-Therapeutic Agents, Anti-histaminic agents, Analgesics (narcotic, non-narcotic, and NSAIDs), Cardiovascular Agents.
      • Pharmacognosy: Sources, chemical constituents, uses, and adulterants of natural drugs such as Rauwolfia, Ipecacuanha, Belladona, Cinchona, Cinnamon, Digitalis, Senna, Aloe, Nux vomica, Opium, Kurchi, Brahmi, Tulsi, Bael, Ephedra.

      Paper-3:

      • Anatomy, Physiology, and Health Education: Basic information about the digestive system, circulatory system, respiratory system, urinary system, nervous system, reproductive system, sense organs. Health education topics include nutrition, first aid, population control, and AIDS control.
      • Pharmacology and Toxicology: Mode of Action, Drug Receptor, Drug Interactions and Drug Antagonism, Absorption, Distribution, Metabolism, and Excretion of Drugs, routes of administration, Bioavailability, Drug Dependence and Addiction, Drug Abuse and Toxicity, Adverse Drug Reaction and Drug Allergy, Biostatistics.

      Paper-4:

      • Pharmaceutical Jurisprudence and Hospital Pharmacy: The Drugs and Cosmetics Act, 1940 and the Rules thereunder, 1945 with all amendments, Pharmacy Act 1948, Drugs (Prices Control) Order, 2013, Drugs and Magic Remedies (Objectionable Advertisement) Act 1954 and Rules 1955, NDPS Act and Rules, Medicinal and Toilet Preparation (Excise Duties) Act 1955 and Rules, Trademark Act, Pharmaceutical Ethics. Hospital Pharmacy topics include handling of prescriptions, incompatibilities, storage conditions of drugs, and the role of clinical pharmacy in hospitals.
      • Microbiology: Classification of Microbes and Taxonomy, Identification of Microbes, Stains and Type of Staining Techniques, Control of Microbes by Physical and Chemical means, Disinfection Factors Influencing Disinfectants, Sterilization Methods and Equipments, Sterility Testing of All Pharmaceutical Products, Immunity, Method of preparation of official sera and vaccines, Microbiological methods for standard digestion of antibiotics, vitamins, and amino acids, Immune Assay.

      Please note that this is the syllabus as provided in the information available up to the knowledge cutoff of September 2021. Any updates or changes to the syllabus should be checked on the official website of the Bihar Public Service Commission.

      The online application process for qualified candidates is reopened from May 24, 2023, to May 30, 2023. Candidates who have already filled the online application need not fill it again. The Drug Inspector written competitive examination is expected to be conducted in July 2023. Candidates are not required to send hard copies of the application form or related documents to the Commission’s office.
