The Delhi Set-up proposed that a new law be enacted by Parliament to effectively organize and manage the New Delhi Municipal Council (NDMC). This recommendation stemmed from the implementation of the Constitution (Seventy Fourth Amendment) Act, which required aligning certain provisions of the Punjab Municipal Act, 1911, with Part IXA of the Constitution before May 31, 1994. Notably, significant differences existed between the operational frameworks outlined in the previous law governing the NDMC and the Delhi Municipal Corporation Act, 1957.

Recognizing the necessity for greater uniformity in procedures, various aspects such as taxation, revenue, budgeting, contracts, accounts and audits, streets and sanitation, public health, public safety, and the control of nuisances were identified as areas where a more standardized approach was needed. The aim was to establish consistency in the functioning of both the Municipal Corporation of Delhi and the New Delhi Municipal Council.
