Consultant (Drug Procurement)
Position: Consultant (Drug Procurement)
No of Post: 01 (Gen)
Mode of Recruitment: Deputation / Contractual
Location: Lucknow
Essential Qualifications:
- M.Pharma / M.B.B.S. with a postgraduate degree or diploma in Medicine from a recognized university/institution.
Desirable Qualifications:
- MBA / P.G.D.M. as an additional qualification will be preferred.
Age Limit:
- 50 years (Retired government/PSU officials up to the age of 62 years may also apply).
Monthly Fixed Honoraria Slab (INR):
- Consolidated monthly payment (118,500 – 200,000) + 3% annual increment. If the last drawn salary of any candidate is higher than the entry level of the offer of UPMSCL, the offered salary may be increased up to the next level but subject to the maximum limit of the pay structure.
Post-Qualification Experience:
- Minimum 12 years of post-qualification experience, of which at least 5 years must be in the procurement of drugs for public or government agencies.
- Minimum 3 years of supervisory experience.
Key Roles and Responsibilities:
- Build strong, trusted relationships with government counterparts.
- Plan and supervise the preparation of deliverables of General Managers, Managers, and other team members in Drug Procurement.
- Demonstrate deep expertise and an ability to generate insights into procurement processes and new initiatives.
- Build and maintain a strong internal and external network.
- Finalize draft bid documents for the procurement of drugs and seek approval from the Managing Director, UPMSCL.
- Ensure that an open competitive bidding process is followed to identify the most suitable suppliers.
- Conduct and supervise pre-bid meetings and finalize draft responses to queries from prospective bidders.
- Seek approval for minutes of technical and financial bid openings.
- Evaluate financial bids and recommend contract awards.
- Undertake need-based price negotiations with suppliers.
- Address grievances related to the procurement process.
- Perform any other work assigned by the Managing Director, UPMSCL.
Pharmacist (Drug Procurement)
Position: Pharmacist (Drug Procurement)
No of Post: 02 (Gen)
Mode of Recruitment: Deputation / Contractual
Location: Lucknow
Essential Qualifications:
- B.Pharma degree from a recognized university/institution.
Desirable Qualifications:
- M.Pharma will be preferred.
Age Limit:
- 45 years.
Monthly Fixed Honoraria Slab (INR):
- Consolidated monthly payment (47,600 – 50,000) + 3% annual increment. If the last drawn salary of any candidate is higher than the entry level of the offer of UPMSCL, the offered salary may be increased up to the next level but subject to the maximum limit of the pay structure.
Post-Qualification Experience:
- 1 year overall work experience, with at least six months in drug procurement, drug logistics, or drug supply chain.
Key Roles and Responsibilities:
- Prepare tender documents for the procurement of drugs and consumables, evaluate tenders, and finalize rate contracts.
- Initiate files related to correspondences with user departments, government, vendors, and other organizations regarding drug procurement.
- Maintain information related to rate contracts of other corporations and government organizations.
- Coordinate with the DVDMS team to upload rate contracts, budgets, purchase orders, and other documents related to drug procurement.
- Maintain files related to drug and consumable procurement.
- Perform any other work assigned by the Managing Director or General Manager (Drug Procurement).
